Why Is The U.S.Dumping Hundreds Of Millions Of Flies Into The Panama?

The US has been growing STERILE FLESH FLIES and releasing them via planes in PANAMA... Since the 1950's. They created a "barrier EACH YEAR" to protect livestock from these flies who enter via cuts and eat the animal alive, this costing potentially millions in lost animals.
Bill Hates and his mosquitoes are the next extension in pest management?? Why weren't we talking about the fly program when we talked about the mosquito program? What else life are they "controlling"??
