Flagging Steele at Liberty 25 July 2024

If the horse is at Liberty and you can flag it then you know the horse is agreeing to the process because the horse has chosen and continues to choose to stay there - when it could choose to leave. If you are restraining the horse the matter is not so clear. Steele is at Liberty - he was worked with until he was willing to choose to stay.
