This is a Philippines Delicacy named Bitso bitso and kutsinta made from malagkit rice. Bitso bitso is a malagkit rice flour coated with sugar and fried. While kutsina is made from tapioca flour, coconut milk water and sugar and steamed. These are sweet and good to eat.
