Game Engines are for sissies!

Today we added volume controls to Settings. With the IntSpinBox component already done, it was a snap. The sound embedded in our executable now also embeds a tag for greater volume control and a base volume to help "normalize" sound volumes when we load them.

I took the last piece to start writing out a configuration file so the settings will be preserved between game runs.
