ICU is a school in the UK that teaches children to see with their mind instead of their eyes.
These children have the ability to see color, recognize shapes, navigate the space around them, and even drive a gokart and ride a bike.
This technique is an expansion of consciousness from the limited perspective it has within a persons body to the expanded mesh of consciousness around them.
This technique is called remote viewing by the COA and has been used all the way back to the age of ancient Egypt.
