The New York Times newspaper reported that the Ukrainian government plans to end hostilities and engage in talks with Russia. "Ukraine is pursuing a plan for a negotiated end to the fighting," according to the report. Deputy Chairman of Russia’s Security Council Dmitry Medvedev said Russia is not a threat to NATO and has no plans of attacking its members. Washington has authorised the Ukrainian President to deliver new strikes on the territory of Russia, according to a Russian official.
