Why did Brooks Brown call officer Tim Walsh from Ryan's Jeep?

Brooks Brown said he called his father from Mrs. Taylor's house, then gave the phone back to her (without calling police). He then wandered down the street and got into Ryan Schwayder's Jeep and asked for a phone to call 911. Instead of calling 911, Brooks called officer Tim Walsh.

At first, I thought he misdialed in an attempt to call the Jefferson County Sheriff's Office, since the numbers are similar. Even so, why would Brooks have the JCSO number memorized? However, the number he dialed was the home number for officer Tim Walsh. Is this just another crazy coincidence?
