Back in November of 2016, a man named Frank Andrew Hoover was arrested after violating a restraining order Taylor Swift had against him. The protection was taken out on him after he tailed Taylor all the way to the airport after her concerts in Austin, Texas. Now the same stalker has avoided jail sentencing.
