Civil rights and freedoms did not magically appear on Earth by accident. They evolved over the course of about 2500 years, beginning with the Greeks in the 5th Century BC. It was an Athenian lawgiver, Cleisthenes, referred to as the father of democracy, who reformed the Athenian constitution and put it on a more democratic footing.

Through Cleisthenes' reforms, the people of Athens endowed their city with freer institutions—equal rights for all citizens (even though only free men were citizens, that is, wealthy men). Cleisthenes divided the 10 tribes of Greece into 139 demes. In doing so, he decentralized the power structure of the hereditary Greek aristocracy and gave greater equality to the tribes.

Civil and political rights are a class of rights that protect individuals' freedom from infringement by governments, social organizations, and private individuals. They ensure one's entitlement to participate in the civil and political life of society and the state. We in the West take our civil rights for granted, but in past civilizations, only certain classes were allowed to participate in political life.
