How high up do you have to be to not need a breathing mask?

How high up do you have to be to not need a breathing mask? Asking for a friend? As i heard it was 60 miles up to firmament - How high is this man to be above the clouds with no breathing mask? He says hes 66hundred feet which works out not that high when converted into miles.. He got a long way to reach the top
