GOLDAIR USB Mini Air Cooler MODEL NO. GTAC-708: Does it make cold?

This looks like a nice air cooler for a small room. I take it out of the box and explore it a bit, and of course turn it on and feel it's blast. But is it that cold, or is it going to get colder later when the water has run through the filter?
