Did This Planning Board Member Lie & Break a Law Concerning Seeking Outside Legal Advice?

I share what I found in my personal research after I received a tip about a Butte County Planning Board member being accused of a few different things by the state's attorney's husband during a public comment, including giving false information at a public meeting, while also digging into the claim by our state's attorney that it's illegal and/or unethical for county officials/employees to seek advice from any other attorney except her. I draw my own conclusions with this, and hope you will do your own research and draw your own conclusions as well.
