This is a Unidentified Flying Object. Or a projection on the skyscreen.

Personally, I do not in any way, shape, or form, think this is tangible. I think it's lights on a screen. Or possibly a holographic image. And the Tictac off to the right when I first zoom in thinks the same. I believe the Tictac to be tangible. From what I've seen so far, the Tictac is patrolling the sky making sure everything is going according to plan up there.
