he trimmed down GNOME install on top of a minimal Debian install does not include the required package to add printers. This video covers installing that package and adding the printer.

Getting set up on KDE 5 is also covered. While not included in Debian 12 kde-plasma-desktop or kde-standard, the print management utility may be available in other distros depending on how KDE is packaged for that specific distro.

A third option is demonstrated on XFCE4, but the package should work for most desktop/graphical environments. The final method covered steps through adding a printer with the cups web utility.

The following covers Debian based systems, but the yum/dnf and pacman equivalent packages are available as well.
GNOME: apt install cups
KDE: apt install cups print-manager
XFCE4/Generic: apt install cups system-config-printer
