NASA Engineer says we can't get past the van allen belt

This video, released June 3, 2019 by NASA, is about the Orion space exploration craft, which had yet to be launched. This NASA scientist said that they still haven't figured out how to properly shield the spacecraft from the radiation emitted from the Van Allen belts.

Which brings up the question, how did we do it 55 years ago? Didn’t we go to the Moon in 1969? Didn’t Nixon talk to the Man on the Moon, but yet we lose communication from the craft over the Indian Ocean? Fast forward 40 years and we learn that someone taped over the telemetry data with their wedding reception (it was Bob, he wanted to use the equipment, but did so secretly so he wouldn't get in trouble, but he didn't look to see what was on the tape first. His bad...).
