Potholes on Purpose? Example of poor planning by unqualified "manager" causes millions in lost funds

- 1 Mile of road paved April 2023, the old asphalt was ripped up exposing raw dirt with full access to what's under. Took about a week 1/2 to complete

- 1 MONTH LATER in May 2023, fiber optics are installed in middle of same road requiring 42 holes to be cut, some as big as a car, others the entire width of the roadway, this process took an entire year of lanes being closed, damage to vehicles (including mine)

- 1 year later May 2024 2nd half is paved

- (current) 1 month later in June 2023 AGAIN A BRAND NEW SECTION cut up seeming to be a repeat of the failure last year

The actual workers did a great job with both phases, unfortunately today it looks horrible due to incompetent people with plenty of money to blow.

This video was filmed June 2024 and documents repeated mistakes by Newport News transportation engineer Jennifer Butler who is responsible for this project.
The Colony Rd resurfacing project in Newport News Virginia started in April 2023 and included completely ripping up the old road asphalt and installing new. The road looked great for the first couple weeks, but just days after the final line was painted, it was time to lay the fiber optics which ran down the center of the road.
A year later, that section of road now had 42 holes which shady patch work.

In May 2024 just a few weeks ago, the rest of Colony Rd was re-paved, and just like last year, the work looked great, that is until last week when a HUGE hole was cut (lines painted just last week)
