Wherever we look today, whether in West Asia, Eastern Europe, West Africa or the South China Sea, the ability of the U.S. government and its allies to project their power is swiftly diminishing.

At the same time, there is little if any indication that U.S. policymakers are prepared to accept a new, global balance of power.
