If Joe Biden is "in charge", why has he been COMPLETELY out of commission for a week?

He's "preparing" for the debate even though he's been President for 4 years and in DC for 50 years. They're juicing his meds to see which will make him more lucid...that's my opinion, and it's not far-fetched.
