When FBI agents raided Mar-a-Lago they said they found certain documents with classified cover sheets on them. As Julie Kelly tells Steve Bannon, however, the FBI agents were the ones who brought the classified cover sheets, they said, to use them as placeholders. Isn't this evidence tampering?
