Several on the Councilmen are friends with the perpetrator Ronan McSharry, an immigrant, bar owner, and public nuisance. The Council Members are also friends with the City's two Prosecutors (McDowell and Hazelweazel), that's how they got the job. And to sum it up, the best defense is owning the offense.
