Speaking at the Clinton Global Initiative, which is a public-private partnership coordination claiming it "works with partners to develop Commitments to Action — new, specific, and measurable actions in climate resilience, health equity, and inclusive economic recovery and growth."

Bourla does not go into detail about how they managed to upscale their manufacturing to produce billions of doses in such a short space of time. In their trials, the product used "Process 1", described as "a high quality in vitro transcription of synthetic DNA to generate the spike-producing mRNA." Once mass production to reach the entire world population was the goal, the company switched to "Process 2", whereby the products were generated by growing DNA plasmids in E. coli bacteria, which were then translated to the vaccine mRNA.
