The International Peace Coalition, in its meeting yesterday, June 21, heard and adopted a resolution, proposed as a response to the June 14 peace proposal regarding the Ukraine conflict—that is, the NATO/Russia conflict— offered by Russian president Vladimir Putin. The resolution was presented by Joachim Bonatz, Vice President of the East German Board of Trustees of Associations (Ostdeutschen Kuratoriums e.V.) and was called “Declaration of the Presidium of the East German Board of Trustees of Associations on President Putin's peace initiative.” The declaration was supported by the participants in the IPC meeting.

The resolution is extremely timely. Speaking to journalists on June 20, upon completion of his recent visit to Vietnam, President Putin explained that Moscow was thinking about how Russia’s nuclear doctrine could be changed. “This is because new elements are arising (at least we know that the potential adversary is working on it) related to lowering the threshold for using nuclear weapons,” Putin said. “In particular, ultra-low-power nuclear explosive devices are being developed, and we know that expert circles in the West are entertaining the idea that such weapons could be used, and there is nothing particularly terrible about it….”

In response to a reporter’s question, Putin said “We do not need a preventive strike yet, because the enemy will be guaranteed to be destroyed in a retaliatory strike.”

Ray McGovern, former CIA analyst, co-founder of Veteran Intelligence Professionals for Sanity, and a member of the IPC, also addressed the meeting. He observed that “What we need to do is realize that the problem is with us. We've identified the enemy; the enemy is us. The (Putin) deal is out there. The deterrence is there. The only big fly in the ointment is the Presidential election here, other elections elsewhere, in Europe and elsewhere. We the people need to stand up, get the truth out, and make sure our politicians don't bring us to the brink of nonexistence.“

Now, at this moment, the forces that have been assembled by the Schiller Institute’s founder and leader, Helga Zepp-LaRouche, must become the acknowledged voice of reason proposing a workable new strategic and development architecture. The electoral process unfolding in several countries, notably the United States and Great Britain, gives an immediate opportunity for such a sane voice to be raised and heard. Harley Schlanger, TLO spokesman, and Mike Robinson of UK Column will discuss this in today’s Manhattan Town Meeting.
