The yearly bilateral exercise between the Armed Forces of the Philippines and the United States military is in its 38th iteration, known as Balikatan 23. Throughout northern and western Luzon, participants will get three weeks of training centered on amphibious operations, command and control, humanitarian assistance, urban operations, and counterterrorism techniques.
