Demystifying Customs Fees: Understanding the Merchandise Processing Fee

In this episode of our customs brokerage video series, we explored the concept of customs fees and charges, with a specific focus on the Merchandise Processing Fee (MPF). The MPF is a fee that is charged for Customs clearance when importing goods into the United States and is used to cover the costs associated with processing and administration. The fee is calculated based on the value of the imported goods, with a minimum fee of $27.23 and a maximum fee of $528.33. It is important to note that the MPF is charged per shipment, not per entry, and that exemptions or reductions may apply in certain circumstances.
Additionally, we briefly discussed the concept of customs bonds, which act as a financial guarantee ensuring the payment of duties, taxes, and fees to Customs and Border Protection (CBP). Customs bonds serve as a form of insurance, protecting both the government and the importer.
Lastly, we touched upon the Importer Security Filing (ISF), also known as the 10+2 rule, which requires importers to submit specific information to CBP at least 24 hours before the cargo is loaded onto a vessel bound for the United States. This filing helps CBP assess the security risk of the cargo and allows them to take appropriate measures.
Understanding customs fees and charges, working with a knowledgeable customs broker, and complying with regulations such as customs bonds and ISF can greatly streamline the import process.
