Welcome back to Batman: Arkham City! Shortly after the Joker's death in Arkham City, Harley has gone berserk mourning his death. She has locked down the entire Industrial District and beefed up security. She is at war with the cops trying to clean up the aftermath and has even taken some hostage. Batman of course was on the call, but Oracle hasn't heard from him in a couple of days. So it is up to the boy wonder, Robin, to figure out what is going on in Harley's Madhouse!
