They won't negotiate because the goal isn't to end the war. The goal is to weaken the Russian state as much as possible regardless. Even if it doesn't really hurt Russia that much in the short-term. They "hope" it might in the longer term.
Although, it appears to be hurting the collective west a lot more in the long term.
