For a time, the D.C. area’s Metropolitan Police Department was the only legal gun dealer (FFL) in the nation’s capital. Records now show at least 25 of the guns MPD FFL transferred to D.C. residents in 2020 and 2021 were recovered at crime scenes in 2021 alone. MPD also had a short "time-to-crime", meaning the amount of time from the gun's first sale until it was used in a crime. Short time-to-crime periods can be an indicator of improper conduct by the dealer. According to the ATF, about 99% of FFL dealers operate properly and only a tiny percentage of legally sold guns are ever used in crimes with a time-to-crime average of over ten years. FFL dealers selling a gun later found at a crime scene within three years of the first sale raise suspicions about that dealer. For the dozens of guns recovered at crime scenes that D.C. MPD FFL transferred, the time-to-crime was 20 months or less – less than two years.
