In my opinion Harris went offside and one of the gardai should have blown the whistle and called for a scrum. Then he could have thrown in the cone and play could have resumed!
What about the bearded man who Harris tried to force a handshake with? He looked totally bewildered. He must have thought: "where did all these mad people come from? Why are they all running as if their behinds were on fire? Is there a mud avalanche coming down the street?"
