Council Tax; procedures in liability order applications!

Getting into a group of like minded people to discuss, question and raise issues can become a force de major in the debate on a tax being plied wrongly to peoples principle & only homes.
Could it be those 'authorities' are misrepresenting the legal definitions of chargeable dwelling and liable person's and forcing people to pay a tax upon their right to shelter?
