Why Does The US Keep Reiterating That It'll Not Put Troops In Ukraine?

US National Security Adviser Jake Sullivan reiterated yesterday that the US will not send troops or military trainers ans advisors to Ukraine. So why does the US allow its NATO allies in the EU to cross lines it's not willing to cross?
