Regular stage 2 pokemon have been underpowered for more than a decade now and chandelure from twilight masquerade is no exception. Sporting terrible hp as usual perhaps its only merit is high damage for cheap energy if your opponent has a lot of cards in hand. Its ability helps with that too but that's also a double-edged sword.
