Capucine H. Garner, a native New Yorker, spent much of her childhood abroad due to her father's service in the United States Army. Her family returned to North Carolina for her father's final assignment to be near home when her grandmother fell ill. Capucine has two sisters and five brothers.
She completed her formal education at Kinston High School, graduating in the Class of 1989. She then pursued higher education at Lenoir Community College, where she earned an Associate's Degree in Human Services Technology with a focus on Mental Health and Social Services, as well as a Certificate in Substance Use.
Capucine has dedicated the past ten years to serving her community through her employment at Port Health Services. In her personal time, she enjoys singing, spending time with her family, traveling, engaging in community outreach, and attending church.
She is happily married to Pastor Antonia “Tony” Garner of The House of Refuge Deliverance and Outreach Ministries. They have been married for 20 years and have a beautiful blended family of six children (one of whom has passed away) and seven grandchildren.
