An Niagara Falls police officer speaks on the phone to Denise at APS regarding Andrew. Denise says that she's brand new to his case, “Obviously no one is neglecting him it goes by the day of how he feels about us [...] He is under the impression that he qualifies for a group home, he does not. A lot of his behavior's purposeful. ”
