Not That "Divine Council": 82nd Psalm Is On Earth- 1st Kings 22 Isn't Either

Where do the events described in the 82nd Psalm take place? The Christian view was it was on earth, and those being rebuked were the judges of Israel. Since rabbinical theology has been making its way into church doctrine, many now hold the view that the scene is in heaven, and it is a "Divine Council" meeting similar to the one described in 1st Kings 22. It isn't.
