0:00
too many innocent people have been
0:01
killed including thousands of children
0:04
far too many have been badly wounded
0:07
it's time to begin this new
0:10
stage the hostages to come home for
0:13
Israel to be secure for the suffering to
0:16
stop it's time for this war to
0:20
end that was President Biden on Friday
0:22
calling on Hamas to agree to cease for a
0:24
deal with Israel White House National
0:25
Security communication advisor John
0:27
Kirby joins us right now John thanks for
0:28
joining us as always let's begin with
0:31
that proposal the president laid out
0:32
there uh late this week Israel has said
0:35
that this was something they agreed to
0:37
but their conditions have not been met
0:39
where does this stand
0:42
exactly well it is an Israeli proposal
0:44
one that they arrived at after uh
0:47
intense diplomacy with our own National
0:48
Security team and over at the state
0:50
department in what it is a phased
0:52
approach George so where we are right
0:54
now is that proposal an Israeli proposal
0:57
has been given to Hamas it was done on
0:59
Thursday night hour time we're waiting
1:01
for an official response from Hamas we
1:03
would note that publicly Hamas officials
1:06
came out and welcomed this proposal and
1:08
so what would we hope would happen is
1:10
they would agree to start phase one as
1:13
soon as possible and phase one would
1:14
allow for some hostages the elderly sick
1:17
uh women hostages to to get out over a
1:19
period of six weeks no no fighting more
1:22
humanitarian assistance in and while
1:24
that's all going on the two sides would
1:26
sit down and try to negotiate what phase
1:28
two could look like and when that could
1:29
be begin but based on what we're hearing
1:31
from prime minister n are we in the
1:33
situation now where if Hamas says yes
1:35
then Israel is going to say
1:37
no no this was an Israeli proposal we
1:40
have every expectations that that if
1:42
Hamas agrees to the proposal as was
1:44
transmitted to them and Israeli proposal
1:47
that Israel would say yes again well all
1:49
you get in in a in a yes right now
1:51
George and it's not a it's not a small
1:53
thing but what you get is the start of
1:54
phase one so you get some hostages
1:56
coming out initial hostages you get some
1:58
calm you get some more human Arian
2:00
assistance maybe up to 600 trucks and
2:02
then the two sides can start talking
2:04
about phase two uh so prime minister
2:06
netanyahu's team in fact his foreign
2:08
minister again just said uh that they
2:10
welcome this uh this announcement by the
2:12
president and that they did in fact
2:14
agree that this was their proposal the
2:16
president said Hamas is no longer
2:18
capable of carrying out large-scale
2:20
Terror attacks is that based on new US
2:22
intelligence and do the Israelis
2:25
agree it is based on accumulation of our
2:29
own int Ence assessments across the
2:31
intelligence agencies uh that militarily
2:33
speaking Hamas is in no position to
2:36
conduct another attack like October 7th
2:38
now we're also not saying that Hamas has
2:40
been wiped out off the face of the the
2:42
map we've not said that Hamas has no
2:44
military capabilities we've not said
2:46
that they don't still represent a viable
2:48
threat to the Israeli people of course
2:49
they do but they don't have the military
2:51
capabilities to do what they did on the
2:53
7th of October and so from a military
2:55
perspective only George uh as President
2:58
Biden said the Israelis have a
3:00
Mo most uh of their goals in Gaza let me
3:03
ask you about Ukraine president reversed
3:05
his previous position and granted
3:06
Ukraine permission to strike inside
3:08
Russia With Us weapons what prompted the
3:11
switch and are you worried that it's
3:13
going to draw the us into a direct
3:14
conflict that was the president's
3:15
concerned
3:17
before we've been concerned about
3:19
escalation since the very beginning of
3:21
this war and those concerns uh remain
3:23
valid uh the president has said uh he
3:25
does not want to be responsible for
3:26
starting World War II we're not looking
3:28
for a conflict with Russia another
3:29
nuclear arm power that said around the
3:32
middle of May the ukrainians faced with
3:34
an incredible amount of pressure on kke
3:37
that town to the in the north of Ukraine
3:39
not not far from the Russian border uh
3:41
they asked for some limited permission
3:43
to use us supplied weapons against
3:45
imminent threats just across the border
3:47
so we're talking about military imp
3:49
placements gun positions that kind of
3:51
thing logistic staging bases that the
3:53
Russians were using uh to create some
3:55
sort of buffer zone so that they could
3:57
continue to pound car ke president
3:59
looked at that to the inter agency team
4:01
made sure he had understood all the
4:02
ramifications of the request and then
4:04
approved it it is limited to the kke
4:06
region and it is limited with respect to
4:09
the kinds of targets they can hit and
4:10
how far back they can go it was part of
4:13
a pattern of the president refusing at
4:15
first to to provide Ukraine with certain
4:17
Munitions and permissions and then going
4:19
along with it have those delays
4:20
prolonged the war and put Ukraine in a
4:23
tougher position president zinski seems
4:24
to suggest
4:26
that the delay that most prolonged this
4:29
war and made things difficult was the
4:30
delay in the Congress George when we had
4:32
a supplemental request submitted in
4:34
October of last year and for six months
4:37
Congress did nothing to get us the kinds
4:39
of funding we needed to supply Ukraine
4:42
and for six months basically the
4:44
ukrainians got nothing from the United
4:45
States the biggest contributor of
4:46
security assistance in just a month or
4:49
so since that supplemental was passed I
4:51
would remind you that we had submitted
4:52
now five security assistance packages to
4:54
Ukraine to get them the capabilities
4:56
that they need and as for the other
4:58
argument about the the you know the the
5:00
the creeping nature of this what what we
5:02
have done is as the war has changed in
5:04
character over the last two plus years
5:06
our support has evolved in the beginning
5:08
they needed Stinger uh anti-air missiles
5:10
and Javelin anti-tank missiles now they
5:12
need much more air defense and
5:14
long-range capabilities and we continue
5:16
to provide those capabilities again as
5:18
the war has changed as Putin has changed
5:20
his operational strategy finally former
5:22
president Trump said this morning on Fox
5:24
news that the world is out of control
5:26
and laid the blame on President Biden
5:28
because he said world leaders don't
5:29
respect President Biden your
5:32
response well I don't get into uh
5:34
election campaign rhetoric I can't do
5:36
that I can just tell you that everywhere
5:38
the president goes and he will hear this
5:40
message I have no doubt when we go to
5:41
France next week for for the D-Day
5:43
commemoration and a state visit with
5:44
President mcon as well as the G7 in
5:46
Italy the week later he'll continue to
5:48
hear from American leaders as he has
5:50
heard that they welcome American
5:52
leadership on the world stage that they
5:53
appreciate the way the president has
5:55
revitalized our alliances and
5:57
Partnerships and our networks around the
5:59
world and how we have stood up to
6:00
aggression whe whether that's Putin
6:02
whether that's what Hamas has done to
6:04
the Israeli people or what China and the
6:06
the tensions that China has created in
6:08
the indopacific it is widely known
6:10
around the world that President Biden
6:11
stands with allies and partners and
6:13
stands for American leadership and he'll
6:15
hear that again I'm sure this week John
6:17
Kirby thanks as always for your
6:19
time you bet
