What's Joker Planning? | Batman: Arkham City #17

Welcome back to Batman: Arkham City! I continue to work my way through the steel mill, coming in through the back entrance all the way to where Joker is at the other end of the facility. I get to try out my new freeze grenade gadget to solve puzzles and progress through the mill. However, I happen upon a bound and gagged Harley Quinn. It really is quite weird, as I am pretty sure she is the one that stole the cure for Joker. So why is she being punished?
