Imam Mawardi who died in 450 AH said in his book al-Ahkam as-Sultaniyyah

قَالَ الإِمَامُ المَاوَرْدِي ، المُتَوَفَّى 450 ه، فِي كِتَابِهِ (الأَحْكَامُ السُّلْطَانِيَّةُ)، “الْإِمَامَةُ مَوْضُوعَةٌ لِخِلَافَةِ النُّبُوَّةِ فِي حِرَاسَةِ الدِّينِ وَسِيَاسَةِ الدُّنْيَا، وَعَقْدُهَا لِمَنْ يَقُومُ بِهَا فِي الْأُمَّةِ وَاجِبٌ بِالْإِجْمَاعِ.”

Imam Mawardi, who died in 450 AH, said in his book “ al-Ahkam as-Sultaniyyah,” that, “The Imaamah is established to succeed after the Prophethood, in guarding the Deen and the politics of the world. It is contracted upon the one who undertakes the duty within the Ummah. It is an obligation by Unanimous Consensus (Ijma’a).”

امام الماوردی (متوفیٰ 450ھ ) اپنی کتاب "الاحکام السلطانیہ" میں فرماتے ہیں، "امامت دین کی حفاظت اور دنیا کے امور کی دیکھ بھال میں نبوت کی جانشینی کے لیے مقرر کی گئی ہے۔ اور جو شخص امت میں سے اس ذمہ داری کو اٹھانے کے لیے کھڑا ہوجائے تو اس کی بیعت کرنا اجماع کی رو سے واجب ہے۔"
