Houston: This is the End(false flag)

If the storms weren’t bad enough, in another fashion similar to Maryland, another bridge is struck. This time not enough to cause a complete collapse but still damage to the point of affecting shipments. Additionally, thousands of gallons of oil were spilled in the water ways.
Is this another false flag, or targeted attack meant to weaken our infrastructure for worse events to come?
