Termination of Fulshear City Manager Harper, February 2024

Fulshear City council meetings 2/6/24 and 2/12/24

The 2/6/24 executive session regarding the complaints or charges against the city manager, Jack Harper lasted almost four hours, multiple witnesses were called in, and the meeting ended with a motion that “council place city manager Jack Harper on administrative leave with pay and request that all city property remain on site effective immediately."

Than Mayor Groff made a statement to the staff that “the most important factor at this moment is that the public and staff understand that retaliation of any sort will not be tolerated when a member of staff or the public brings a complaint to the city. It will not be tolerated…”

Harper’s employment was terminated on Monday, February 12th, 2024.

IF FULSHEAR CITY COUNCIL WOULD FULL FILL THEIR FIDUCIARY DUTIES 12 MONTHS EARLIER WHEN THEY COULD FIRE HIM FOR A CAUSE, PERHAPS THINGS WOULD NOT GO THAT FAR.
