Public Park Tractor Work Too Close for Comfort

I was in a round pen in a Public Park working my horse.
A man and his young son came to see the horse.
A tractor, which had been working in another area
of this equestrian/parking lot area suddenly decided to
work close to us. It's a little concerning the disregard
for the public safety and comfort.

This is a park that was annexed from San Diego county,
by the city of Chula Vista who is now allowing a 24/7
exclusive use and a complete lockout of public
access from using a public park facility.
Even when we use the available smaller facilities
we are still encroached upon.
Is this right?
