Cincinnati City Council has five votes needed to fire Harry Black

Under the city's charter, the mayor and manager are seen as equals -- and the city mayor cannot fire the city manager without council's blessing. That changed Thursday, when Councilman Greg Landsman announced he will provide the fifth vote to fire Black if he chooses not to take the 8-month exit deal by April 30. For more than a month, Landsman has opposed firing or offering an expensive buyout to Black.
