Resting your opponent's medium level characters every turn for no cost is great and that's exactly what Perona can do as a leader. Decreasing your opponent's costs can also be handy as it pairs up with many black color cards. Because of her dual color you can build a thriller bark deck around her in more ways than the black only Moria and get some other bonuses in the process.
