Legally, they cannot investigate "I Think." Probable cause is required. Police cannot sit on every possibility. They don't have the manpower.

We know what it looks like. There are many doing what we can to put an end to child sex trafficking. Local sheriffs, police have no idea most crimes occur until reported to them. This is one we cannot just call and say I think or I know. Like any other crime, there must be evidence of a crime before authorities can legally investigate.

Some have the skills, knowledge, and ability to sit for days, weeks, and sometimes months waiting for those little mistakes made, so that warrants can be obtained. That's when a task force goes in.
