On the Predestination of Romans 8:28-30

I will liken my take on the meaning of Romans 8:28-30 to the discovery of the Dead Sea Scrolls.
The scrolls were not discovered by experts.
They were not discovered as a result of being searched for.
They were undervalued by those to whom they were presented.
As far as the parts of Isaiah that were found, they did not contradict that which was previously known.
They did not add any new information.
They had been around for a long time.
They were put where they were put for a reason.
