Fees holding up construction of "Granny Flats" in San Diego

California lawmakers want to encourage people to build "Granny Flats" as a solution to the housing crisis. But San Diego is falling behind other major cities in that area. Developers say that won't change until San Diego gets rid of the cumbersome fees you have to pay to build.
