Gimme A Take 2 On This One

(FFT Part 83) OK, so maybe I underestimated a bunch of thieves, but that was only because I'm trying to reclaim their rare equipment for myself instead of just eliminating them. Another thing, how is it that 14% is enough to steal something at other times in the game, but here with like a 49% chance I missed over and over?
