Why Were SBRs Regulated In the First Place???

Even uneducated individuals know what a machine gun is... they know what a silencer/suppresser is, they understand why guns disguised as every day items are heavily regulated. But no one, not even 2A people know why SBRs and SBSs are a regulated in the same category as machine guns.
