While the UCMJ demands obedience to the LAWFUL orders of a superior commission officer or governing body, it equally demands DISOBEDIENCE when the order is given illegally and that orders that violate established laws and regulations or the UCMJ are not binding. Intentionally directing attacks agaisnt the civilian population or agaisnt individual civilians not taking part in direct hostilities is a WAR CRIME."
