Ukraine recruitment struggles: govt imposes new passport rules for men abroad

After more than two years of war, Ukraine is struggling to recruit new troops. It's recently passed a law lowering the conscription age from 27 to 25. But on Tuesday it went further, issuing new passport rules for men abroad.
