What's up Visalia? Parking Fines?

Oh my God. What is up with the city of Visalia? You guys are on a mission to run everyone out of downtown Visalia. You cannot fine your way out of a lack of revenue. Parking tickets have increased by such an extreme that everyone downtown is noticing.
